In my opinion, they are trying to squash reloaders before they institute some BS rule for manufactured ammo - whether it’s purchase limits or licensing or some other change. It already makes no sense to me to pay hazmat fees for loose primers (which can be shipped in the same box as bulk powder) but not for ammo where the primer is already in contact with the powder.
