I remember the last government shutdown we tried going to a bunch of the beaches we normally go to by boat. Imagine my surprise when Park Rangers come walking up and say the beach is closed because of the shutdown. Of course my first question is why are you here if the government is shut down. They never like that question.
Old coworker of mine said when he was coming back from the Bahamas there was one customs agent in the airport in Miami. He asked the agent how he drew the shortest straw? The agent said, nah everybody is here (taking turns throughout the day) but we were instructed to only open one lane. Obviously to inflict maximum pain to the public during the shutdown.
Same reason they put up barriers to open air memorials.
