Pretty much any 80% receiver cannot be sold as a kit without an FFL. For instance a polymer80 glock frame can only be sold by itself without an FFL, it can’t include the jig or all the parts necessary to assemble a full pistol. That still does not stop you from buying all the parts separately.
All trigger modules, similar to the P320, must include the rails the slide rides on. Frames with the rails but no trigger modules are considered firearms. P320 trigger modules are still considered the firearm and the grip module is still considered a part.
The rifle/pistol kits PSA sells are not affected, the lower is still the firearm and every part in the kit is still considered a part. Upper receivers are not considered firearms like some people feared before the new rules were released.
Also all nonserialized firearms that FFLs receive on their books must have a SN. This now includes older firearms that would normally not have a SN.
In laymans terms anything 80% is now sold in more pieces.
Its basically nothing made out to be something being done about “ghost guns.” It will still be challenged in the courts because its a 3 letter agency making up rules expected to be followed as law.

The Biden Administration knows (not really, we all know he is just shtting in his hand, throwing it against the wall and anything that sticks he makes it a big deal). He made it a rule. The AFT will do what they will with this and the more murky definitions and terms are the more “they” decide what is what. This is the gray area. No law. Just rules to be decided what should be followed and decided by the bureaucracy. Democrats like Republicans do not want change. Just more of the same ol’ sh*t. If you desire less government over reach, individualism and can think for yourself you are on your own. If you like big government to tell you what to do it is a great presidential term and the tyrannical Democrats are for you.

They don’t know who has what. They can’t know. It’s like them knowing who all has a baseball bat from the sales of blocks of wood. And until they send a personalized letter to the owner of each one, they cannot reasonably expect any of us to know that something that was legal yesterday is illegal today without their notification of such.
Since they don’t know who has what, they must rely on us to comply with their demands voluntarily out of fear, or to snitch on each other out of hubris. Because again, as far as they know, these items don’t exist anywhere on paper. And that was the point from the start - to have an off-record firearm, right? So keep it off the record, shut up about it, and shut up when you see someone else with one.
But of course, there’s always that “gun law expert” that has to mind someone else’s business at the range. you know the guy; the “hey, you do know that if you put a stock on that pistol, it makes it an SBR, right? Do you have a stamp for that homemade suppressor? Does that 80% have a serial number?” guy at the range. Dude, mind your own business. Stop doing the tyrant’s work!
