One problem is that voters don’t have confidence any of the other candidates will defeat a democrat challenger (I mean, this is SC, is this really a concern?) but you go with the devil you know versus the one you don’t. Plus Graham pulls a lot of weight in DC - has many more connections than a new senator would. There’s value in that to some voters. I think he keeps getting reelected until he decides to retire.
