So I got a PSA furniture set with folding stock. SKU: 51655114196
In the bag of parts there is a small tube about an 1” long that’s flared on one end. Where does is go and what does it do?

Following for my curiosity
Heat shield for the gas tube. Lay it beside your Upper Fore-grip or inside it for comparison. Or a quasi “shim” for manufacturer’s variances.
The only thing I was coming up with was to put it in the lower hand grip as a bushing for the cleaning rod. 
Front end of the lower fore-grip to keep you from boogering up the wood when pushing the cleaning rod back in.

That’s what I went with and installed it that way.
