I’m in a Maryland and that to buy an AR it has to be a HBar. Can we purchase a complete upper and then purchase a lower independently?
You need to talk to the FFL that you are thinking of using to complete the transfer. The FFL should know what restrictions have been imposed on you.
Buy a stripped lower and send to your ffl. Totally legal. Then buy a build kit. Totally legal.

They passed a new law in MD that includes a long list of assault weapons you are prohibited to buy, sell or possess. I think anything AR will cause you issues.

Whoa there it is. I avoid i-95 to go to my gunclub near dalgren by cruisin thru MD on 301. Now i am pretty sure i cannot because on the ban. I wrote ATF and submitted a 5320.20 form to travel with an SBR….WE’ll see what happens.

I’m between GWs and R.E.L.s birthplaces. Dahlgren makes the house shake sometimes 
…….the bonus to that is the neighbors even though quite a little distance through the woods, are so used to it that shooting on my back woods range or ripping on our dirt track, goes pretty much unnoticed
