I got the ks47 lower and i was planning on getting a bearcreek arsenal upper for the side charging handle if it comes down to it would i be able to get the side charging handle upper and bcg and use a psa barrel to avoid taking it to a gunsmith?

Understand that the PSA KS-47 upper is not Mil Spec. It is 1mm wider than a Mil Spec upper. Also, the KS-47 upper has two over insertion tabs milled into it, a Mil Spec upper will not. If you are wanting a side charging upper specifically made for the KS-47 check out the Gibbz Arms G4 G47 upper. This left side side charging upper is made to be compatible with the KS-47 lower. Currently they are on backorder, but I can tell you, from personal experience, that they are great uppers. I own two and love them. On one of my builds I used a BCA barrel, but didn’t use the upper because it is specifically made for AR-15s chambered in 7.62x39, which are not the same as a KS-47.
Also, know that the KS-47’s BCG is not the same as a Mil Spec BCG. The bolt has two of the lugs chamfered and the BCG has some material removed from the bottom. Both of these modifications are necessary to clear the feed lips of an AK mag.
Another point to think about is that the BCA barrel will have M4 feed ramps, these are useable, but the PSA barrel will have a “trough” feed ramp that is more conducive to feeding the x39 round. The BCA barrel I used had the feed ramps modified into the trough style and has worked flawlessly. This mod is not always necessary, a Green Mountain Barrel I used on a different build has also worked flawlessly and I did not have the feed ramp mod done to it. Just be aware that if you don’t do the mod and your rounds start having issues feeding, this might be something to look at.
