There’s a good chance this passes if you call you congresscritters and tell them to say yes.
My range buddies would all add suppressors to their kit if it wasn’t such a hassle. Life would improve immensely, especially on AR-15, big bore, and shotgun owners.
I hope is passes, but the GOPe is known to screw over voters.

After a few years of getting passed, the EPA and / or CARB will make this mandatory for ALL hunting rifles and I have too many to outfit them all with suppressors.

I wouldn’t put it past the ATF or some of the more ridiculous states to mandate suppressors in areas where threaded barrels are illegal. Would make as much sense as much of the other BS out there.
