Proper sizing involves measuring a loaded round's outside neck diameter and subtracting 0.002 - 0.003 inches or doubling neck wall thickness, adding bullet diameter and subtracting 0.001 inches. It's best to have bushing sizes slightly above and below your target for tuning.
