BEST ANSWER: I don't live in California, but as far as I've read and heard, all you have to do is buy the ammo normally and have it shipped to an FFL.

Is this ammo steel core?

BEST ANSWER: Contrary to what was stated above, the green tip 62gr ammo is not steel cored, either. It has a small steel penetrator in the projectile, but it isn't legitimate "steel cored" ammo.
I have the 223 5.56 M4 can I use these ammos?

BEST ANSWER: If your rifle is at 556 you can use this. If it's not then its not recommended to run 556 ammunition in a 223. The 556 ammunition runs at a higher chamber pressure and can cause damage or even worse in a 223
If this is a NATO military spec round why does it have a X in the designation Xm193. Doesn’t the X denote that the round is not to military specs?

BEST ANSWER: The X denotes it is made for civilian use and will be packaged differently. There is no difference in quality or performance.

BEST ANSWER: Good luck actually receiving the rebate! Federal denied all my Black Pack submissions due to technicalities with receipt images, and they won't accept improved images because the submission deadline was 1/3/19. They did not deny my rebates until AFTER it was too late to resubmit. Great ammo. REALLY poor business integrity on Federals part.

I am prepared for the Zombie Apocalypse!
Cheap yet good. Granted I am not shooting competition with this ammo, but it works well, stays well enough on target at the ranges it is designed for. Yes, if you want to push the maximum range of the cartridge capabilities and hit a small target at 1000 yards, this ain't for you... But if you're shooting 6 or 8 inch steel at 400 - 600 yards or less... Your barrel, your optics, and your personal ability will be the deciding factors far more than this ammo.
After testing several brands' inexpensive 5.56 offering, I bought this by the case, like 3000 rounds, as my Zombie Apocalypse ammo.
