I dont see why it wouldnt. 5.45x39 and 7.62x39 use the same case so the bcg isnt an issue.
One of the product reviews states that he built a “KS74” out of his with a 5.45 barrel and slightly modified AK74 magazine.
There is a note on the essential parts kit that states
” ****These kits will only function with our PSA Gen2 KS-47 barrel with single large feed ramps.**”. The barrel you selected says that it has M4 feed ramps so you may have a bit of blending to do there?

Your biggest problem is the Magazine - AK74-typee mags are constructed as to disallow them being inserted into an AKM magwell.
I do not think you will get the 5.45 cartridge to feed reliably in a 7.62 magazine, either. IIRC the cartridges have slightly different tapers - hence the reason 74 and AKM mags have slightly different curvature.
